Captain Focker is an Amestrian soldier who works in the same administrative office as Lieutenant Colonel Maes Hughes and Sheska. After Hughes is murdered, Fokker is involved in the investigation and explains the scant evidence to Colonel Roy Mustang. Later, Envy impersonates Focker in order to glean Mustang's clandestine doings from Sheska.

• Focker may be named after the Dutch aircraft manufacturer, or possibly the Fokker D.VII, a German dogfighting plane used primarily in World War I.
